I was informed about these issues a few hours ago. As one of them (the combat route) is technically game breaking I decided to push a Hotfix out asap. 

• Fixed Chapter 7s Combat Route end.
• Fixed Human Flesh Drop Rate.
• You can't find the steps outside the C4 cave unless you have the quest.
